Proposal done in Brussel on 2 March 2022 for the implementation of a decision with effect of temporary protection of the Ukrainian in Europe. Decision will enter into force the same day of publication in the Official Journal of the European Union.
As of November 30, 2022, Ukrainian nationals have the option to extend their temporary protection status (TPS) until March 31, 2024. Individuals must register online for extension by March 31, 2023 in order to qualify. This will secure an appointment with the Ministry of Interior office to obtain a new visa sticker. In order to avoid TPS expiration, personal appearance is required no later than September 30, 2023. Due to the expected arrival of more displaced individuals during the winter season, TPS extension for current status holders is particularly contingent on registration since government agencies may be at full capacity with the potential new wave of applicants.
Ukrainians are allowed to come to Portugal with any passport or identity documents (children are allowed to enter with a birth certificate). No visa or entry permit is required.
Car/organised buses/train/ The Portuguese Consulate will support Portuguese citizens in Ukraine and those with dual nationality with alternative transport: car, organised buses, and train.
No changes in policy unless stated by the Portuguese Government or border restrictions implemented by SEF (Portuguese immigration).
'Linha Registos' is a special helpline for Ukrainian citizens starting March 2. Dial 2 when calling 211 950 500 (working days, from 9 AM to 5 PM).
As of 22 April 2022, the Portuguese government has created a special reception program for Ukrainian citizens arriving in Portugal, which includes several measures under the temporary protection policy. This policy grants temporary residence permits and temporary protection automatically, among other benefits.
Portugal for Ukraine is an initiative of the Government of the Portuguese Republic to support Ukrainian citizens who, for armed conflict and humanitarian reasons, wish to reside in Portugal.
The Portuguese Public Employment Service (IEFP) supports employment and training for Ukranians.

Ukrainian citizens are required to register their situation with SEF (Portuguese Immigration and Borders Service), and apply for a residence visa. This process will take place in Portugal; during the conflict, it is no longer necessary to leave the country while the application is processed.

The Portuguese government has implemented the temporary protection policy for Ukrainian citizens and their relatives who cannot return to their country due to the war in Ukraine. The policy also protects citizens of other nationalities residing in Ukraine who cannot return to Ukraine during the ongoing conflict.

The General Directorate of Food and Veterinary Medicine has established a procedure for all Ukrainian citizens who are travelling to Portugal with pets. The Ukrainian citizens must contact the DGAV in advance of entering Portugal.
